초록Abstract

This paper asks when OTT regulation achieves its intended effects, arguing that institutional context conditions the impact of regulatory frameworks. Using cross-national variation in regulatory regimes, it estimates the heterogeneous effects of regulatory interventions on the market performance of a global OTT provider, showing that the same regulatory instrument can produce divergent outcomes depending on the surrounding institutional environment.
