When Does OTT Regulation Work? Institutional Context and the Heterogeneous Effects of Regulatory Frameworks on Netflix Performance

초록Abstract

This paper asks when OTT regulation achieves its intended effects, arguing that institutional context conditions the impact of regulatory frameworks. Using cross-national variation in regulatory regimes, it estimates the heterogeneous effects of regulatory interventions on the market performance of a global OTT provider, showing that the same regulatory instrument can produce divergent outcomes depending on the surrounding institutional environment.
