케이블SO가 지역 기반 사업자로서 수행하는 역할을 단순 편성량보다 넓게 설명하고 관리할 수 있는지가 이2차 연구의 질문이다.2022년8월 최종보고서는 ESG와 지역성 관련 환경, 유료방송의 기존 평가·규제, 지수 설계와 활용방안을 연결한다. 지역 커뮤니티 허브로서 정보·문화·경제·접근성을 다루는 활동을 경영체계와 함께 보려는 접근이다. 다만 확보 원문에서 개인 연구진과 김용희의 참여 역할은 확인되지 않았으므로 자료 해설과 확정 개인 연구실적을 구분한다.

This phase-two report asks whether a cable operator’s local role can be assessed more broadly than programme volume. The August 2022 document connects ESG/locality conditions, existing broadcasting assessments, index design and uses. It treats the operator as a community hub for information, culture, economy and access within a management framework. Individual authorship, including Yonghee Kim’s role, remains unconfirmed and is not inferred from possession of the document.

설계의 출발점은 방송평가·재허가·품질평가와 국내외 ESG·지역사회 지표를 모아 공통 영역과 빠진 영역을 찾는 것이다. GRI·K-ESG·사회적 책임·도시 및 공동체 지표 등은 참고 틀로 검토되며, 임직원·시청자·협력기업·지역사회·정부·협단체의 요구를 연결한다. 원문은 환경 분석과 전문가 인터뷰, 지표 풀 선별·배점·가이드 작성의 과정을 제시한다. 이는 실제 전국SO를 채점해 통계적 타당성을 확정한 성과표와 다르며 외부 기준을 인용했다는 사실만으로 공식 인증이 성립하지 않는다.

The design brings together broadcasting, licence and quality assessments with ESG and community frameworks, looking for overlaps and omissions. Reference standards and stakeholder needs inform a proposed pool, filtering, weighting and reporting guide. Employees, viewers, partners, communities and institutions are included conceptually. This is an index-development process, not a validated national operator scoring exercise. Referencing an external standard does not itself confer certification or establish empirical measurement validity.

다섯 영역의 지수 체계Five-domain framework

제안 체계는 환경E, 사회S, 지배구조G, 미디어 디지털 책임M, 지역사회L의 다섯 영역을 연결한다. 방송·ESG·지역성이 교차하는 핵심 항목부터 시작해 사업자의 규모와 역량에 맞춰 범위를 넓히는 논리다. 환경에는 배출·에너지·폐기물, 사회에는 노동·안전·정보보호, 미디어 책임에는 가치·서비스·윤리·시청자 권익, 지역사회에는 재난·콘텐츠·인력·상권·문화·공헌·접근성이 포함된다. 각 영역을 합친다는 것과 모두 같은 중요도를 갖는다는 것은 다르며 배점은 제안의 일부다.

The proposed domains are environment, social, governance, media digital responsibility and locality. A core intersection of broadcasting, ESG and local responsibilities can expand according to capacity. Issues range from emissions and labour to viewer rights, disaster information, local content, skills, commerce and access. Combining domains does not imply equal importance. Proposed weights and scope are part of the design and require evaluation rather than being treated as naturally established priorities.

평가수준과 배점의 의미Scoring levels and their meaning

개별 정의서는 지표 목적·측정항목·MSO와 개별SO 배점·참고 기준을 제시한다. 재난방송과 지역콘텐츠 항목은 계획의 인식, 실행·관리, 평가·피드백·공시라는 성숙 수준을 구분하고 예시로1·3·5점을 배정한다. 지역 커머스 실적이나 공공와이파이 수에는 감소·유지·증가에 따른 점수도 제안한다. 이 점수는 연구가 설계한 관리 수준의 척도이지 주민 후생의 양이나 매출 성장률이 아니다. 다르게 적용되는 배점과 선택 항목도 있어 사업자 규모가 다른 총점을 무조건 직접 비교해서는 안 된다.

Indicator sheets define purpose, evidence items, MSO/individual-operator weights and reference measures. Disaster and local-content examples distinguish planning, implementation, and evaluation/feedback/disclosure, with proposed scores of1,3 and5. Other items use decrease/stability/increase. These are designed management/maturity scales, not quantities of resident welfare or revenue growth. Different weights and optional items also require care before comparing total scores across operator types.

지역사회 활동의 구체화Making local responsibilities concrete

지역사회L 영역은 재난방송·지역정보·주민 참여, 지역 미디어 인력·기업 협력, 상권과 문화, 공익사업과 소외계층 접근성으로 나뉜다. 지역 커머스는 편성 여부뿐 아니라 실적 추세를 보며, 접근성은 요금 감면·지원과 지역 공공와이파이 등을 검토한다. 해설상으로는 지역성이 특정 장르를 방송했다는 사실에서 끝나지 않고 지역의 정보와 역량·경제 참여를 어떻게 지원하는지 묻는 틀이다. 제안된 항목을 실제SO가 모두 수행했다거나 그 활동이 지역경제를 성장시켰다는 확인으로 바꾸지 않는다.

The locality domain covers disaster/local information and participation, skills and partnerships, commerce and culture, public-interest activity and access for disadvantaged groups. Commerce includes both programming and reported trends; access includes support and public Wi-Fi examples. The interpretive point is to examine local information, capabilities and participation, not just the presence of a programme genre. Listing an indicator does not prove delivery by an operator or causal regional economic growth.

공시와 검증의 실행안Reporting and verification workflow

보고 절차는 환경·중대이슈 파악과 자료 취합, 기획·작성, 내부 및 제3자 검증, 홈페이지·발간물 공시로 연결한다.58쪽은 연초부터 전년도 자료를 취합해 작성·검증·보고하는 권고 일정과 담당·협조 부서를 예시한다. 기존 방송평가나 지속가능경영 공시와 연결해 중복 업무를 줄이려는 방향도 포함한다. 이 순서는 실제 운영 완료 일정이 아니라 조직이 적용할 수 있도록 제시한 가이드다. 지표마다 데이터 정의·기간·증빙과 확인 책임자를 정하는 일이 함께 필요하다는 해설로 읽을 수 있다.

The proposed workflow connects materiality and data collection, planning/writing, internal and third-party checking, and publication. Page58 illustrates a sequence using previous-year data, departments and an early-year timetable. Connections with existing assessment and sustainability reporting aim to reduce duplicated work. These are recommended steps, not completed milestones. An interpretive requirement is to specify evidence definitions, periods and responsibility for each indicator before treating reports as comparable.

활용·인센티브·지원 제안Uses, incentives and support

활용안은 브랜드·신뢰와 고객 만족, 자율 공시, 지역성 등급에 따른 기금·재허가 인센티브, 지자체 지원과 지역방송의 범위 개선을 논의한다. 부산시 조례 사례도 제도적 지원의 참고로 다룬다. 기금 감면이나 부과구간 조정 그림은 연구의 정책안이며 현행 권리나 실제 지원 수혜로 제시하지 않는다. 등급 경계와 점수 구간, 기존 법률과의 연결은 추가 정합성 검토가 필요하다. 높은 점수를 받는 일이 실제 주민 신뢰나 재무성과를 얼마나 바꾸는지는 이 문서에서 인과적으로 검증하지 않았다.

Proposed uses include trust and customer relations, voluntary reporting, fund/licence incentives, local-government support and a broader locality-policy scope. A Busan ordinance is a reference case. Levy relief and bracket illustrations are policy proposals, not current entitlements or recorded benefits. Boundaries and legal connections require reconciliation. The document does not identify how much higher scores change resident trust, customer satisfaction or financial performance.

MSO 250점과 개별 SO 220점은 무엇이 다른가Why MSOs and individual operators have different scoring bases

배점 총괄표의 영역별 합계는 MSO에서 E 49·S 51·G 36·M 44·L 65로 245점, 개별 SO에서 34·53·29·44·55로 215점이다. 여기에 공시보고 5점이 붙는다. 환경·지배구조의 부담과 역량, 지역 인력양성·봉사 등 적용 항목이 달라 만점도 달라진다. 예컨대 공익사업 참여는 MSO에서 임직원 봉사와 기부금 최대 10점이지만 개별 SO에는 기부금 5점만 제시한다. 모든 사업자에게 같은 활동 목록을 강요하지 않으려는 설계다.

The allocation table assigns MSOs E49/S51/G36/M44/L65, totalling 245, and individual operators 34/53/29/44/55, totalling 215. Five disclosure points are added. Different environmental/governance capabilities and applicable local training or volunteering items produce different maxima. Public-benefit participation, for example, combines volunteering and donations for MSOs but lists donation points for individual operators. The design avoids imposing an identical activity list on every firm.

따라서 MSO 200점과 개별 SO 200점을 같은 성과량으로 해석할 수 없다. 단순 만점 대비 비율로 환산해도 적용 항목과 가중치 차이는 남는다. 등급표의 점수 표기와 뒤쪽 인센티브 예시는 경계의 포함 여부나 구간 표기에 점검할 부분이 있으므로, 웹에서는 이를 자동 판정 공식으로 확정하지 않는다. 실제 활용에는 표본 적용, 자료부담 검토, 등급 경계 정리와 검증 절차가 선행되어야 한다.

An MSO score of 200 is not the same performance quantity as 200 for an individual operator. Even a percentage-of-maximum conversion retains differences in applicable items and weights. Grade tables and later incentive examples need reconciliation of boundaries and notation, so they should not become an automatic classifier. Pilot application, burden review and verification are needed before operational use.

편성 여부와 성과 추세를 분리한 지역성 기록Recording local activity and trends separately

지역상권 활성화 정의서는 커머스 편성의 관리 수준에 최대 5점, 커머스 실적의 전년 대비 추세에 최대 5점을 배정한다. 편성은 계획 수립 1점→실행·관리 3점→평가·피드백·홍보 5점이고, 실적은 감소 1점·유지 3점·증가 5점이다. 실제 적용 시에는 실적이 판매금액인지 판매건수인지, 취소·반품을 어떻게 처리하는지와 비교기간을 먼저 고정해야 한다. 운영체계와 매출 추세는 구별되는 신호이기 때문이다.

The local-commerce sheet allocates up to five points to management of scheduling and five to the year-on-year activity trend. Scheduling progresses from planning (1) to implementation (3) and evaluation/feedback/communication (5); the trend receives 1/3/5 for decline/no change/increase. Operational use requires a fixed definition of sales value or transaction count, cancellations, returns and periods. Management systems and sales trends are distinct signals.

접근성 정의서는 요금감면 등 취약계층 지원의 계획·실행·평가와 지역 공공와이파이 제공 수의 추세를 각각 본다. 공공와이파이 수가 늘어도 실제 접속 성공률·도달 범위·이용자 편익이 자동으로 측정되는 것은 아니다. 재난방송 항목도 편성과 자막 송출을 별도 관리 대상으로 제시한다. 이처럼 지표는 자료를 만들고 책임 있게 설명할 출발점이며, 주민에게 나타난 최종 효과를 입증하려면 이용·품질·경험 자료를 추가로 연결해야 한다.

The accessibility sheet separately assesses concession support and the trend in public Wi-Fi provision. More access points do not automatically measure connection success, coverage or user benefit. Disaster broadcasting similarly separates scheduling and caption transmission. These indicators start a reporting and accountability process; final effects on residents require additional usage, quality and experience data.

Indicator selection and weighting involve normative choices and need application-based checks for reliability, overlap, burden and fairness across scale.
