The first-phase study proposes a way to explain cable operators’ local responsibilities through a measurement and management framework. Localism includes disaster response, employment, the local economy, viewer rights and governance as well as programming. Stakeholder identification precedes scoring. The study considers investors, government, employees, viewers, suppliers and communities, then asks who influences the operator and who is affected by it. ISO 26000 참고 질문은 법적 의무, 책임 이행에 미치는 영향, 활동의 긍정·부정 영향을 받는 사람, 가치사슬과 배제에 따른 불이익을 차례로 묻는다. 이어 책임성·영향력·근접성·의존성·대표성으로 이해관계자를 정리한다. 협력사와 지역사회는 기업에 영향을 주는 동시에 영향을 받는 집단이고 비정규직·인턴·사회적 약자는 의존성 관점에서 등장한다. 지역성의 정의를 경영진이나 다수 시청자의 요구만으로 좁히지 않으려는 구성이다.

The ISO26000 reference questions address obligations, influence on responsibility, positive/negative impacts, the value chain and harm from exclusion. Stakeholders are then organised by accountability, influence, proximity, dependence and representation. Suppliers and communities both affect and are affected by the operator, while non-regular workers, interns and vulnerable groups appear through dependence. 26쪽 예시에서는 지역발전 및 상생협력 34.25%, 안전 및 환경 26.46%, 균등한 기회와 사회통합 22.13%, 거버넌스 17.16%를 제시한다. 하위 항목 가중치는 상위 영역 가중치와 결합해 최종 비중이 된다. 그러나 이 페이지의 ILLUSTRATION 상태와 실제 설문 표본·일관성 검증 결과의 부재를 함께 읽어야 한다. 예시의 상위 영역 비중을 주민이 응답한 선호 비율이나 실제 예산 배분 비율로 옮겨 쓸 수 없다.

The illustration on file p.26 assigns34.25% to local development/cooperation,26.46% safety/environment,22.13% opportunity/inclusion and17.16% governance. Subcriteria combine with domain weights to form final weights. Its ILLUSTRATION label and lack of a documented respondent sample or consistency results remain decisive: these are not resident preference shares or actual budget allocations.

28쪽은 연간 목표 설정→중요도 산정→실적/목표의 달성도 집계→단위 표준화→분야·종합 지수 산출의 순서를 제시한다. 목표를 낮게 잡은 기업이 높은 달성도를 얻거나 기업 규모·지역 여건이 다른 문제는 별도로 다뤄야 한다. 29쪽 73.3·87.1 같은 값도 산출 모습을 보여주는 예시다. 35쪽 인센티브의 90~100·70~90·70점 이하 구간은 경계 중복 여부를 점검해야 하며 완성된 감면 산식으로 사용하지 않는다.

The proposed sequence sets annual targets, weights, actual/target attainment, standardisation and combined indices. Easily set targets, firm size and local conditions need separate treatment. Values such as73.3 and87.1 on p.29 illustrate presentation rather than observed scores. The90–100,70–90 and≤70 incentive ranges on p.35 also need boundary reconciliation before becoming a relief formula.
