This December 2022 study asks whether a growing and more complex dispute caseload can be handled effectively simply by adding committee members. It examines permanent members, secretariat support, subcommittees and implementing rules following the legislative context described in the report. Permanent members are proposed to coordinate cases, subcommittees and statistics, while non-permanent members participate in mediation. 앱마켓은 플랫폼·개발사·콘텐츠 제공자·이용자 사이의 거래가 연결되어 환불의 주체와 조정 당사자를 특정하기 어렵다. 보고서는 당시 구글·애플 약관의 책임·면책·환불 조건을 비교하고, 해외 본사·국내 법인·국내대리인의 역할을 구분한다. 국내대리인 지정 의무가 있는 범위와 해외 사업자의 자발적 협조, 송달·자료 제출·담당자 연락의 현실적 문제도 다룬다. 관할이 있다는 사실과 조정이 실제로 진행된다는 사실은 다르다는 것이 중요한 분석이다.

App markets connect platforms, developers, content suppliers and users, complicating refund responsibility and mediation-party identification. 실효성 확보의 실행 과제Implementation for effectiveness

실행은 조직의 정원·상시 인력과 사건별 업무를 설계하는 일, 하위규정을 정합적으로 작성하는 일, 해외사업자와 연락·참여 체계를 만드는 일로 나누어 읽을 수 있다. 원문은 사업자가 분쟁 유형·환불 쟁점별 기준을 만들고 이용자의 접근을 쉽게 하는 자율규제도 검토한다. 정부는 자율규제 조직의 지정·지원과 참여 유인을 마련하는 역할이다. 해설상으로는 인력 확충과 플랫폼 협조가 대체관계가 아니라 함께 필요한 조건이라는 점에 의미가 있다. 효과가 검증된 단일 해법으로 제시하지 않는다.

The per-member comparison excludes withdrawal/refusal categories to approximate substantive mediation. Intake, guidance, communication and recording can still require support work. Committee capacity for 565 mediation cases and secretariat capacity across all 1,170 applications are related but different requirements.
