전략 방향과 실행 설계
콘텐츠의 글로벌 성과가 국내 기업의 투자와 역량 축적으로 이어져야 한다는 문제의식에 공감합니다. 실행 단계에서는 IP, 플랫폼 협력, 재정 지원, 거버넌스의 설계를 함께 살펴야 한다고 생각합니다.
IP 보유를 유도하는 인센티브
IP 확보의 목표와 제작사의 자금 조달 여건을 함께 보아야 합니다. 권리 보유를 일률적으로 의무화하기보다 국내 제작사의 공동투자와 IP 지분 취득을 돕는 매칭 펀드, 수익 배분·권리 회복 조항을 장려하는 지원을 검토할 수 있습니다.
다만 이러한 지원이 더 나은 거래 조건을 만드는지는 사업별로 평가해야 하며, 통상 규범과의 정합성도 별도로 검토해야 합니다.
플랫폼 협력과 적격 국내 지출
플랫폼이 국내 제작, 인력, 후반 작업 등에 지출한 금액을 공통 기준으로 파악하는 방안을 제안합니다. 기존 투자를 인정하면서도 국내 생태계에 어떤 가치가 남는지 확인하는 방식입니다.
협약과 실적 공개, 공동 제작 인센티브 등을 조합할 수 있습니다. 어느 지출을 인정하고 중복을 어떻게 배제할지, 검증 책임을 누가 질지가 핵심 설계 과제입니다.
재정 지원과 성과 평가
제작 지원, IP 사업화, 지역 제작 기반을 연결하되 지원 대상을 명확히 해야 합니다. 현금 환급이나 세제 지원은 가능한 수단이지만, 지원 상한과 일몰, 성과 검토를 함께 설계해야 합니다. 여기서 제안하는 지원 방식은 현행 세율이나 지원 자격의 안내가 아닙니다.
조정 권한과 책임
범정부 협의체가 전략·계획·예산을 조정하되, 개별 규제 집행과의 역할을 분명히 나눌 필요가 있습니다. 새로운 조직의 이름보다 실제 조정 권한과 책임, 이해충돌 방지 장치가 중요합니다.
이 토론의 제안은 불확실성을 줄이고 기업이 투자할 조건을 마련하는 데 있습니다. 효과는 구체적인 제도 설계와 시행 이후의 평가로 확인해야 합니다.

Strategy and implementation
I agree that global success in content should contribute to investment and capabilities within the domestic industry. Implementation requires coordinated design across IP, platform cooperation, financing, and governance.
Incentives for IP ownership
IP objectives should be considered alongside producers’ financing capacity. Instead of uniform ownership mandates, possible measures include matching funds for co-investment and IP equity, and support that encourages revenue-sharing and reversion clauses.
Whether such support improves contractual outcomes should be evaluated project by project. Compatibility with trade commitments also requires separate assessment.
Platform cooperation and qualified domestic spending
I propose common criteria for identifying spending on domestic production, personnel, and post-production. Such a framework could recognize existing investment while clarifying what value remains in the domestic ecosystem.
Agreements, performance disclosure, and co-production incentives could be combined. Eligibility definitions, prevention of double counting, and responsibility for verification are central design questions.
Financing and evaluation
Production support, IP commercialization, and regional capabilities should be connected through clear objectives. Rebates and tax support are possible instruments, but need limits, sunset provisions, and evaluation. These proposals are not guidance on current tax rates or program eligibility.
Coordination and accountability
A cross-government body could coordinate strategy, plans, and budgets while keeping its role distinct from individual regulatory enforcement. Actual authority, accountability, and safeguards against conflicts of interest matter more than a new institution’s name.
The purpose is to reduce uncertainty and create conditions for investment. Effects must be established through detailed implementation and subsequent evaluation.
